The FMI proposal explained

As global platforms increasingly dominate content, data and distribution, it is more critical than ever for Europe to strengthen its digital sovereignty. Our vision for a European media innovation agenda highlights the need for agile funding mechanisms, to support media companies and alignment of skills with the evolving needs of the industry. In this agenda we focus on several core strategic areas: (1) data and AI, (2) trust, (3) new experiences and formats, and (4) innovative business models.

To turn these priorities into action, the Future Media Initiative is proposing a strong public-private partnership model, led by the industry itself and supported by the European Commission. This collaboration brings together public service media, commercial players, tech innovators and policymakers to accelerate transformative innovation across the sector.

At the heart of our approach is the innovation funnel – a systematic process that guides projects from initial idea to market-ready solution. The funnel starts with generating and collecting a wide range of ideas, ensuring no promising opportunity is overlooked. These ideas are then carefully screened for feasibility, strategic fit and potential impact, with only the most promising moving forward. Selected concepts are refined and developed into prototypes, which are tested and validated through real-world pilots and audience feedback. This stage is crucial for identifying what works and what needs adjustment. Finally, the most successful innovations are scaled up and launched to the market, with ongoing measurement and iteration to ensure continued relevance and impact.

The innovation funnel is structured around clear stages and decision points, allowing us to focus resources on the most viable projects and minimise risk. It helps us filter out less promising ideas early, while providing the structure and support needed to develop and scale those with the greatest potential. This process is flexible and repeatable, supporting continuous improvement and ensuring that our investments deliver real value for the industry and society as a whole.

Our concrete actions include:

  • Stimulating media innovation through reinforced European financial support,

  • Developing a sovereign European digital infrastructure,

  • Strengthening the innovation capacities of European media players.

Together, these efforts reduce fragmentation, align investments, and scale solutions that truly matter. The Future Media Initiative is dedicated to shaping the next generation of European media – media that audiences value, trust and engage with every day. By fostering innovation on Europe’s own terms, we are making the European media industry future-driven and globally resilient.
